GovRadar is a Munich based startup in the GovTech environment. The GovRadar team combines extensive experience in the public sector and innovation environment with technical excellence and agile product development. We therefore feel at home at the interface between public authorities, software and innovation. That's why we design procurement processes for you that are simple, digital and effective.

All product data is updated at least monthly and is completely manufacturer-neutral.
Your benefits
GovRadar is aimed at public buyers at all levels, from small municipalities to federal authorities. The software can be used in all procurement procedures and is aligned with national procurement law and can also be used for EU-wide procedures.
We are convinced that the manual creation of service specifications is too inefficient and prone to errors. Therefore, we offer you supplier-neutral, marketable service descriptions that comply with procurement law at the push of a button (even without product expertise) and give you a direct assessment of the actual "market breadth" and thus a valid number of offers in your procurement.
You will receive all the documents you have completed (specifications, tender documents or RFPs) as a Word document and thus have the option of saving the document and editing it at any time. This can be done in the GovRadar software or directly in the Word document after downloading. This means that the documents created can also be used on any office computer, any award platform or any award management software.
We constantly adapt our offer to the individual requests of public clients. In particular, standardized products and solutions can be mapped. Currently, more than 24 product groups are active in the tool and can be used. In the coming weeks, or at the individual request of our customers, further product groups will be added successively.
We believe that the effort required for the procurement of standardized products and services is disproportionately high for many clients. And this is especially true for the creation of supplier- and product-neutral service descriptions. Against the backdrop of increasing digitalization, the complexity of the products and services to be procured is also increasing, which often leads to long internal coordination processes or even faulty service descriptions that cannot be served by the market. Using specific algorithms and a comprehensive product database with numerous product groups, our software creates a product- and supplier-neutral performance description based on your reference products or your individual specifications. You can see directly in the tool how certain features affect the actual market breadth and conformity with procurement law.

This means you can take advantage of significantly extended support in the integration of additional user groups.
We are aware of the heterogeneous target group within a public company, which is why we price modules and users independently of each other. This way, you can discover your ideal mix of users and licenses together with our team of experts.

We are currently working on the implementation of an "Admin account". You can then use this account to combine different service specifications or service items into one document. Currently, you can already edit the created documents outside the platform by downloading them in Word.
You do not need to install anything on your office computer. GovRadar is completely browser-based. You start the application via https://govradar.net/en and use the login function. As a new customer, you only need to register once (see Registration). You will then have access to GovRadar with your personal access data for the entire licence period.
In exceptional cases, we also assist our customers in creating individual performance descriptions as a paid service. For this, please speak with your customer representative.
